Suggestions on Kelp?

This one seems to have a lot of kelp at different intervals or maybe calibration with the image is off.... Not sure... Any suggestions?

Yes, the calibration of that image of off, that is an open ocean scene with no kelp in it. That speckle is a digital artifact, something went wrong when that particular scene was processed. These artifacts are rare, but you may see them from time to time. Here is more information on common artifacts: http://landsat.usgs.gov/science_an_dataloss.php
