Difficulty in analyzing this photo

  according to coordinates/Google Earth it's over land. However this really looks like forest kelp over ocean. Go with land mass?

  It's landmass. Kelp does not have that kind of shape. Also, contrast errors are still not fixed so real kelp is usually fainter than that.
