Yep. Looks like some beds close to the beach...could be Egregia, the feather boa kelp? Although that's usually in areas of higher wave energy.
Hrm - yes, this is just off Long Beach, inside the harbor, but, you can see something from Google Maps https://www.google.com/maps/@33.7572754,-118.1643284,2569m/data=!3m1!1e3
Might just be algae covered rocks. Will ping others.

Hi All,
I haven't observed kelp there, in Landsat imagery or with my own eyes. This is a large algal bloom being constrained against the coast. Check out this time series of images from Landsat 5 and 7 sensors - ftp://ftp.eri.ucsb.edu/pub/org/oceancolor/users/tbell/Time_Series.pdf
