Algae or Kelp?

  Are these tendrils coming out from the land the kelp we are looking for or something like algae or such caused by runoff?

  Not my field either but I've been classifying. When I look at the Google Map there is a rock/land formation that looks like the outer most section.

  I've been encountering these same curious objects myself in the Tasmania collections. I am equally left puzzled by them.
